Urban and rural development is a major issue faced by the developing economicregions, which is related to how to solve the urban and rural unbalanced, socialconflicts, as well as the rapid development of the important issues. To eliminate thedifferences between urban and rural areas, peasants and citizens, Panjin should takescientific socialism as the ultimate goal. Since the reform and opening up, China’spolitical, economic, cultural and social undertakings comprehensive development.Political aspects, the equal rights of citizens awareness continue to improve; economic,domestic and international economic development and the increasingly closeeconomic ties; cultural, sharing an equal right to education, equal educationopportunity and education resources; social undertakings, the same to enjoy the fruitsof reform and opening up, as the direction of the party and the government’s efforts toshare services and social welfare of the public finances of public utilities.
