The situation of population, resources and environment conflicts became more prominent, in order to allocate land resources effectively, to adapt to the sustainable socio-economic development, all levels of government and departments began to develop policies and land use planning to co-ordinate urban and rural management, play to the market mechanism, and actively guide the management and protection of arable land by the number and quality management and protection of the transition to ecological management and protection. How to protect the limited quality arable land, but also for the region’s economic development scale of construction land, is the current problems to be solved. Not only do we need to know the number of arable land resources, more important is the analysis of quality and value, to guide the rural land contract and management rights to transfer orderly, to innovative agricultural production and management system, and steadily improving the organization of farmers. In order to standardize and avoid the conflict of interest of the land transfer process, it is necessary to evaluate the quality of rural land which is determined based on the level of benchmark land prices, as the basis of assessment of the land transfer parcel. In this paper, I take Yiling District of Yichang City for example. Using ArcGIS and related mathematical model to carry out the assessment of the quality and price of arable land, I carried out the following studies mainly.1) According to the national standards and technical specifications of the agricultural land grading procedures, I select12factors such as terrain slope for paddy fields and select14different types,such as the degree of soil erosion in the drylands, as an expression of the spatial difference of the different types of quality of cultivated land; combination weighting method (Delphi method to determine the subjective weights, entropy method to determine the objective weight) to obtain the weight coefficients of various indicators, in order to reduce the interference of human factors.2) With ArcGIS spatial interpolation, overlay analysis and buffer analysis method to get the property values of each index, and in accordance with the characteristics of each index is divided into language, Numeric and spatial diffusion which were standardized; The total score frequency curve divided Yiling District of Upland and the quality level, the results show that good quality of finishing,2and3as the main, accounting for about70%of the area; The greatest impact factors of the quality of cultivated land level are surface texture, drainage and irrigation conditions, the effective thickness of soil, economic efficiency, the impact of farmers Center and roads as access and so on.3) The income approach to assess the benchmark land price of Upland and the results showed that the price of quality of paddy fields of Yiling District is19.72-28.81yuan/mu, the price of quality of dry land is in the range of18.59-26.58yuan/mu, higher price land distribute in plains, valley region and some areas where economic development is better; Low mountains in the north of the town Wuduhe Town, north of Zhangcunping Town and Deng Village western, are poor quality of arable land with the lowest net income in agriculture, so its price is the lowest.
