Along with the gradual advance of urbanization,environment,resource,the urban population and social management problems highlighted increasingly,restricting its own development seriously.Since the concept of "smart city" is proposed,building smart cities soon become a major strategic measure around the world and many cities.The construction of smart city provides a new way thinking for city managers.It is considered to be the inevitable choice to integrate urban resources,boost economic transition,improve people's livelihood and adapt to the social management reform.As for our country,since our country published the pilot units of smart city firstly,300 pilot units have been reached so far.However,the domestic study of smart city is still in the primary stage at present.Some cities don't understand the essence and connotation of smart city,and it is easy to cause one-sided and blind urban construction in the case of practice earlier than theory.The occurrence of"information island" and repeated construction has resulted in more waste of resources.Therefore,the basic evaluation of the construction of smart cities is conducive to the construction of smart cities for city managers.Under the background,the paper firstly combs and summarizes scores of literature home and abroad,re-understanding the concept of smart city.Meanwhile at home and abroad of the some of the evaluation index system of "smart city" to carry on the research to summarize its characteristic and deficiencies.Secondly,based on the research of previous literature,this paper sums up the connotation and characteristics of smart city.It also compared smart city with other types of city like digital city and low-carbon city.Based on the nature and content of smart city,the inscape is divided to four dimensions,including economic system,technological system,social system and environmental system.Thirdly,according to the theoretical framework of the city of smart,in reference to the 24 basic evaluation index system is representative of the smart city,this paper establishes the evaluation index system of smart city by means of frequency statistics and theoretical analysis.There are 4 level indicators including smart economy,smart technology,smart society and smart environment.As for weighting method of the index system,the paper analyzes the advantages of analytic hierarchy process and entropy weight method,and determines the ultimate weight in the way of combination weighting.Fourthly,this paper will construct a comprehensive evaluation model of smart city.By comparing several evaluation methods,this paper chose the TOPSIS(close to ideal solution)model,it is make full use of original data and has good advantages of simplicity,but sometimes for its distance from a scheme close to ideal solution from the negative ideal solution is close,it can't reflect the reality of the decision as a result.So the use of vertical distance instead of Euclidean distance effectively overcomes the shortcoming,based on the improved TOPSIS model is established.In order to further study the factors that influence the development of smart cities,the paper introduces the obstacle analysis method.Fifthly,by collecting the original data from 2006 to 2015 in Dalian,the paper used the index system and the improved TOPSIS model to evaluate the development of wisdom in Dalian.According to the evaluation results of the analysis,concluded that the development level of smart city is rising in these 10 years.In addition,the result was analyzed as to find existing problems through macroscopic view and specific aspects respectively.In order to further strengthen the study,this paper selected the five coastal cities of Shanghai,Tianjin,Qingdao,Ningbo and Nantong to comparative analysis in landscape orientation and calculate the main obstacle factors affecting the development of smart city.Finally,the corresponding countermeasures are proposed according to the problems found in the empirical analysis.Compared with other literature,this paper has its own innovation points.Firstly,the evaluation index system established in this paper fully considers the operability of selected index data.The 32 three-level indexes identified by screening are quantitative indicators mostly.It has overcome the shortcomings of the previous index system and greatly improved the application capacity of the index system.Secondly,the weight of each evaluation index is determined by the method of combination weighting.It effectively makes up for the deficiency of single weight method,and the combination of subjective and impersonal makes the evaluation more authentic and reliable.Lastly,aiming at the shortcomings of the traditional TOPSIS model,this paper adopts the improved method of replacing Euclidean distance with vertical distance,and this paper is the first attempt to apply the improved TOPSIS model to evaluate the smart city.The results also show that the model is scientific and effective.
