Logistics industry is playing an important role in the national economy accompanying with the high-speed operation of social and economic activities.The quality of regional logistics development is regarded as a key indicator of the modernization and comprehensive development strength of a region.However,the quality of logistics development is a relatively complex system.It is varied from different development stage and other factors.This article focuses on the quality of regional logistics development,30 provinces,municipalities,and autonomous regions in China are selected as the research objects.Such methods are used,e.g.,literature review,matter-element analysis,combined weighting,and spatial statistics to establish the evaluation system and analyzed.By sorting out the related research on the development of regional logistics,the necessary conceptual definition and meaning analysis of regional social logistics quality were carried out.On the basis of following the principle of index construction and learning from previous research results,a quality index system and matter-element evaluation model for regional logistics development are constructed.Therefore,the quality of regional logistics development is divided into five dimensions: industrial element quality dimension,industrial structure quality dimension,industrial operation quality dimension,industrial environment quality dimension,and industrial information quality dimension.Structure,development potential,service capability,natural environment,business environment,informatization investment,and informatization development are first-level indicators of regional logistics development quality evaluation index system,and 22 secondary indicators have been constructed under four first-level indicators.Thirdly,based on the matter-element analysis method,the subjective and objective weighting methods(AHP method)and objective weighting method(entropy method)were used to solve the subjective and objective weights of the indicators.The data from various provinces and autonomous regions was used the combined weighting model to measure the quality of regional development in various provinces and autonomous regions in China.Finally,the spatial statistical analysis method is used to analyze the spatial distribution characteristics of logistics development quality in various regions of China.Based on this,the suggestions and policy implications for improving the quality of regional logistics development are discussed.The study found that:(1)From the calculation results of the combined weight model,it can be analyzed that according to the degree of influence on the quality index of regional logistics development,industrial factors> industrial operation> industrial informationization> industrial environment> industrial structure.Among the first-level indicators,the informatization development,development potential,and industrial efficiency of the industry are the key factors affecting the quality of regional logistics development.(2)From the measurement results of the quality index of logistics development in each province,the quality index and the five-dimension index of logistics development in each province over the years are calculated by using the index data of each province from 2013 to 2017 and the composite matter-element evaluation model.The relevant statistical analysis of the indexes shows that the quality indexes of regional logistics development show great differences among provinces and regions,among which the quality of industrial elements,industrial structure,industrial operation,industrial environment and industrial informatization are also quite different.From 2013 to 2016,the number of provinces and regions with the quality of logistics development accounted for the majority,accounting for about 50%-60%.By 2017,the proportion of provinces and regions with the quality of logistics development increased significantly,reaching 36.7%.The proportion of provinces and regions with the quality of logistics development decreased from 60% in 2013 to 36.7% in 2017.(3)From the results of spatial statistical analysis,the quality of China's logistics development is generally stable,steadily improved,and the development is basically good.From a local point of view,the quality of logistics development in China shows obvious zonal distribution characteristics,and the quality of logistics development in various provinces shows a certain degree of spatial correlation.The regions with higher quality of logistics development are mostly concentrated in the leading regions and provinces,and the regions with lower quality of logistics development are mostly concentrated in the provinces and regions with potential regions and some backbone regions.It shows the distribution pattern of the leading area> the backbone area> the potential area.
