Studies On Rural Water Conservancy Development

Water conservation is the lifeblood of agriculture and the important part of the wholenational economy. As the basis of the development for agricultural production, roral waterconservation plays an important role not only in protecting and inproving rural ecologicalenvironment, but also in constructing a water-saving society. The shortage of water resourceand the occurrence of disaster expose the weakness of our country’s disaster preventionsystem, existing irrigation and water conservancy facilities are far from reacting the threatof natural disasters, strengthening water conservancy construction is imminent. Rural waterconservancy construction has a major impact on the development of the agriculturaleconomy.Without flood control and waterlogging infrasrtucture protection, there will not bethe efficiency of ariculture,farmer’s income and the stability of the rural.Rural water conservancy construction has been considerable development since1949, andhas laid a good foundation for agriculture and rural development. The development processalso exposed many contradictions and problems:(1) exacerbating the contradiction betweensupply and demand of water resources;(2) aging equipment and disrepair challenge theflood and drought control function;(3) water pollution and deteriorating environment;(4)lagging management mechanisms;(5) inadequate water laws and regulations. The mainreason for these problems is not only caused by uneven investment, but also by inadequatefinancial investment, combined with water conservancy fuzzy relationship betweenownership, which lead to unclear management body and inefficient management.To ensure the stable and full-grown development of the rural water conservancyconstruction, several measures should be taken: firstly, it needs to strengthen the basicinfrastructure of water conservancy, rationalize the irrigation of management system,implement the invested funds and adjust and optimize the layout of the facilities; Secondly,it needs to clear the main investment and management of the irrigation and waterconservancy and accelerate the improvement of relevant laws and regulations; thirdly, itneeds to increase the investment in rural water conservancy and establish stable investmentchannels; finally, it needs to establish a strict system of water resource management,meanwhile, to establish a favorable water resources conservation and rational allocation ofwater price formation mechanism, designate river utilization and the target scientifically,and handle the relationship between water resources development and protection of theecological environment properly.
