The Research On Management And Maintenance Of Rural Water Infrastructure In Northwest Region

Rural Water Infrastructure is the critical infrastructure for againsting natural disasters and improving agricultural production and farmer's life, as well as the ecological environment in rural areas. It is also the material guarantee condition for promoting agricultural production and increasing the income of farmers. Especially in the rural areas of dry and low rainfall in Northwest of China, water infrastructure has an irreplaceable role in improving conditions of agricultural production, raising farmer's living standards, guaranteeing the stable economic growth in rural areas, and protecting the rural ecological environment.However, according to the actual fact, that low level of water infrastructure in rural areas and the inefficient utilization had seriously affected the development of agriculture in northwest region, also hindered the improvement of living standards of farmers. The such situation has became a major obstacle to the development of modern agriculture in Northwest China. To investigate the truth, it is not only from the scarcity of water resources and the base of the lack of irrigation facilities, but also from the long standing issue which is old water infrastructure management and protection system were no longer adequate to the development of rural areas. Based on this, to the guidance of the theory of public goods, authors reviewed the History of rural water infrastructure, and discussed the reasons for inadequate of Rural water infrastructure, also combined with the actual situation in the rural northwest region and proposed how to improve the management and protection of Rural water infrastructure. That is, people should accelerate reform of property rights, expand the source of maintenance funds and operate the innovation of management and protection system. Through the above measures, we can improve the efficiency of rural water infrastructure's management and protection, extend the life of the facilities, and enable the water infrastructure play its full practical benefits. Accordingly, we can promote the development of agricultural economy in Northwest China and improve the sustainable utilization of water resources.
