Shandong province is China’s traditional agricultural province, the output value ofagriculture, and agricultural product export has the important position in China. Since thereform and opening up of China, agriculture showed a rapid growth of Shandong province,and it provides an important safeguard for the development of national economy. At thissituation, we want to know whether or not the growth of agricultural has persistent? What isthe source of growth? Agricultural growth of Shandong is inputs increase to promote or otherfactors to promote? And to discuss these questions would have important guiding significancefor the relevant departments for the formulation of policy.In this paper comprehensive utilization of agricultural economics, agricultural policystudy, econometric theories and methods to analyze the agricultural total factor productivitychanges of Shandong province. Specifically, we firstly analyst the agricultural input andoutput time change and spatial variation of Shandong, and based on panel data, we used thetrans-log stochastic frontier production function model to analyst the agricultural total factorproductivity and its decomposition of Shandong, and according to the research conclusion thispaper puts forward the corresponding countermeasures.In this paper, the main research conclusions:(1) after the reform and opening in China,gross output value of farming, forestry, husbandry and fishing is growing rapidly in Shandongprovince, and the growth rate of mechanical investment is higher.(2) The output value offarming, forestry, husbandry and fishing of the cities of Shandong province has biggerdifference, and the corresponding output growth rate, the growth speed of Weifang is faster,and the speed of growth in the Zaozhuang is relatively slow.(3) During1995-2011, theagricultural TFP(Total Factor Productivity) grew at an average annual rate of7.78%ofShandong province, and the agricultural technology progress the average annual growth of4.93%, the technical efficiency average annual growth of2.54%, the rate of return to scale theaverage annual growth of0.3%, the average efficiency of agricultural technology is63.14%.(4) The agricultural TFP rapid growth mainly because of technical progress, includingtechnological progress contribution rate of61.65%, the contribution of the technicalefficiency change34.28%, returns to scale change accounted for4.07%.(5) In the regional distribution, Qingdao agricultural seen rapid TFP growth fastest, with an average annualagricultural seen rapid TFP growth of13.93%, and the agriculture of Zaozhuang seen rapidTFP growth most slow, with an average annual agricultural seen rapid TFP growth was3.29%.(6) As the agricultural technical efficiency of regional distribution, Yantai agriculturaltechnical efficiency is the highest and Dongying city agricultural technical efficiency is theminimum.
