A Study On Our Country Rural Social Security System-Problems And Countermeasures

Atfer the opening and reform, social security system for rural residents began to reallyset up. As for the medical care system, NCMS helps to reduce farmers’ medical expenses; asfor employment secuirty,"Employment security law” and other seires of documentspromulgated provide protection for migrant ’workers employment; as for old-age secuirtysystem, the social endowment insurance helps to nursing the aged; as for minimum lifeguarantee system for farmers, ifve-guarantees household system deifnes that governmentsprovide relief for low-income families in rural areas.However, these systems fail to completely solve the problem of livelihood of farmers, inrural areas, there still exist many problems such as dififculty of getting medical service,difficulty in living their later life and confusion in determining the minimal object and others,and some farmers even fail to reach minimum living standards, let alone eliminating diseasetimely via treatment and children’s receiving education. This paper focuses on the problems’and countermeasures of farmers social security, including ifve parts. Chapter one raises thebackground and signiifcance of the research, the basic concepts, research contents andmethods. Chapter two discusses the theoires of social security problems and reviews relatedresearches. Chapter three elaborates the present situation of evolution of China’s rural socialsecurity system and rural social security system. Chapter four discusses the main problemsexisting in China’s rural social security system, and analyzes corresponding causes. Chapterfive proposes the basic rfamework of future rural social security system based on currentactual conditions, and proposes measures mainly to improve the minimum life guaranteesystem of rural residents, rural old-age security and medical security.
