Study On The Problems Of Chinese Rural Social Security System

Since reform and opening up policy about 30 years, our country has obtained great achievement which attracted worldwide attention.As the rise of comprehensive national power, our country had entered the stage of building well-off society,and the development of strategic target is construction of socialist harmonious society.The further development and improvement of the social security cause are not only the important parts of construction of socialist harmonious society,but also the reflects of socialist system,s equity and advantages,and even the demand of construction socialism with chinese characteristics.since 1949,we had build a social security system covered basic overlay urban residents, The rural social security system is one of the necessary component parts of our whole social security system ,but because some reasons , it is all along in a frontier condition of the social security system, caused the problems of the endowment;medical treatment of rural residents cannot be solved, and cannot entitled the basic right such as the right of existence .therefore establish and improve rural social security system in China is to resolve the"three rural"issue,promoting rural economic and social development, political stability and an important guarantee.The article first introduces some kinds of social security theories,such as the Marx's social security theory,the germany new history social security theory,the welfare economics and the Keynes deficiency of effective demand theory,so we could have a deeply knowledge about the develop history and the recently condition.The develop history of rural social security can be divide into four parts, included founding period,develop in a winding way,reform and develop period,improvement and develop period. Secondly,as the basic of historical analysis and empirical analysis,we proposes the problems of the rural social security from different aspects ,such as scope of insurance coverage,institutional construction,fund raising and supervision and management.after the deeply analysis of these problems,we could induce the reasons of these problems,included dual economic structure,the lag of legal construction,the difficulty of financing,the deficiency of rural residents enter the social security and some deviation of thoughts. Finally,as the basic of the analyzed and summarized of the front,the focus from the planning of Chinese social security system of the city and the countryside as a whole and the strengthen of legal construction and government function proposed by the sound of the three aspects of China's rural social security system, the multi-countermeasures and suggestions.With a view to the adoption of this article for the Study of China's rural social security system reform and to provide a sound theoretical guidance and practical significance of reference.
