Research On Science And Technology Funds Governance In Hunan Province

Science and technology funds are the country’s strategic resources, which is thebasis of science and technology competitiveness and national development potential.Configuration and utilization of science and technology funds has long-term, deep,wide-ranging implications for scientific and technological innovation activities,economic development, improving people’s livelihood and national security.Efficient allocation of science and technology funds, improving the use performanceof Science and technology funds is the common responsibility of the science andtechnology workers, and also the focus of the whole society.This thesis analyzes some theories of science and technology funds supervisionsuch as the principal-agent theory, asymmetric information theory, rent-seekingbehavior and research incentives. The thesis summarizes the experience of domesticand international science and technology funds regulatory, focusing on the practicein the United States and Japan, summarizing in three regions of Chongqing, Tianjinand Jiangxi Province in the regulatory aspects of the science and technology fundssuccess. Then, it obtained some useful inspiration for the supervision of science andtechnology funds. On this basis, the author analysis the status quo, the mainproblems as well as the causes of the problem of science and technology funds inHunan Province. It concluded that the smaller R&D investment scale, irrationalinvestment structure, institutional barriers, unsound regulatory are the problem ofHunan science and technology funds regulatory, these problems are caused by thebudget, audit deficiencies. Accordingly, the thesis puts forward specific measures tostrengthen the supervision and management of the Hunan science and technologyfunds. Countermeasures engaged in three fronts that are including front-linesupervisor, a matter of regulatory and post-regulatory. The front-line supervisor ismainly focusing on deepening budget and staffing management, and the matter ofregulatory is focusing on strengthening the management of budget execution,standardizing funding oversight. The post-regulatory is focusing on financialinspection and performance evaluation of funding. Under the urgent situation of accelerating the transformation of the mode ofeconomic development and promoting the transformation of economic growth, themanagement of science and technology funds has become an important task that cannot be ignored in the Hunan Province scientific and technological innovation. Thisthesis provided scientific method for the management of science and technologyfund. It not only enriched the theoretical study of science and technology fundssupervision, but also has practical significance for science and technology fundssupervision in Hunan Province.
