In recent years, with the rising oil prices and growing awareness of environmental protection, China’s consumer demand for pure electric vehicles and more intense pursuit of making pure electric cars in the domestic auto industry. But our pure electric vehicle market is still in its infancy. Only a small number of pure electric vehicles auto companies get favorite users, as opposed to the traditional automotive market is still small. Whether the consumers for auto manufacturers to produce pure electric cars will make purchasing decisions, and what factors lead to the development of consumer purchasing decisions, and how is the market prospect of pure electric vehicles. All the contents is very necessary to study.First, based on the pure electric vehicle research status, consumer behavior and purchasing decisions theory, from consumers themselves and external influencing factors to explain the consumers buy electric cars as new technology products, and corresponding research hypothesis. Consumers themselves factors including consumer demographics, psychological factors, attitudes and perception of consumers in four areas; external factors include social factors, technical factors and government influence in three aspects. Use AMOS17.0and SPSS17.0software to analysis the survey results, and using structural equation pure electric vehicles to consumers purchasing decisions in-depth analysis to validate and improve the factors affecting decision model.Secondly, according to the research proceeds consumers to buy electric vehicles and related factors data, further build pure electric vehicle market system dynamics model of the system. Using the simulation software Vensim to maintain the market amount of pure electric vehicles and pure electric vehicles consumers’ acceptance and simulate the development of pure electric vehicle market elements and the environment.Finally, from the factors empirical research through consumer purchase decisions and analysis pure electric vehicle market system simulation concluded that infrastructure factors that play a supporting role in the development of pure electric vehicle market, the Government of factors play an important role. Meanwhile, from businesses, governments and consumers three levels to provide appropriate policy recommendations for pure electric vehicle market development.
