And then, to cultivate and promote the further discussion on the competitiveness of small and medium-sized enterprises, the competitiveness evaluation index of small and medium-sized enterprises, and get expert evaluation through questionnaires, using AHP analytic hierarchy process, so as to construct weighted competitiveness index of technology based SMEs. Finally, on the basis of above studies, this paper summarizes the research conclusion, and in order to improve science and technology competitiveness of small and medium-sized enterprises, from the entrepreneur capability, enhance the ability of technology and innovation, to enhance the ability to control the market and other aspects of policy recommendations.
