The Research On Bidding Supervision System Of Government Investment Project

Government investment project bidding has been the focus of all government department regulation. As for construction market, standardized and mature bidding process is necessary for its healthy development, but government investment project bidding supervision is not mature. Government department concerns more about whether bidding procedure is legal and compliant or not, ignores to supervise the bidding effect. On the foundation of analyzing the present situation and the existing problems of government investment project bidding supervision, this thesis bases on a series of theories to analyze the reason of bidding problems, concludes that imperfect government investment project bidding supervision system leads to problems appearing. Guided by the thoughts of system integration and collaborative management, this thesis constructs the total factor, whole process, full range of government investment project bidding supervision system that are based on laws, regulations and information platform. From bidding supervision content involving legitimacy, compliance and effectiveness three aspects, bidding method involving the integration of information platform resources and the establishment of comprehensive supervision index two aspects, this thesis states the main point of supervision implementation. What’s more, this thesis explains the operating rules and procedures of supervision system. Bidding legitimacy and compliance supervision is to supervise whether tenderer and bidder’s qualifications and bidding procedures legal and compliant or not. Bidding effectiveness supervision is to establish index of tenderer and the tendering agency, bidders and bidding assessment experts three supervision body at bidding preparation, bidding implementation, bidding award, contract performance four stages to carry out supervision. As a result of incompleteness of bidding supervision index information, this thesis uses GAHP method to evaluate the effect of all indexes and the whole bidding. Specific steps are just as follows. First, measure the index weight. Then, determine the index score matrix, white function and grey class of assessment. Next, calculate the grey assessment weight matrix. Finally, analyze the comprehensive assessment results. With the example of one Beijing government investment project, GAHP method is used to assess the bidding effect of tenders and tendering agencies at the stage of bidding preparation, which concludes comprehensive valuation of all levels and gives suggestions to the future of government investment project bidding supervision. Finally in perfecting the laws and regulations and the system construction, promoting implementation of integration supervision model, integrating electronic information platform three aspects, this thesis put forward the corresponding measures, which provides the direction for future bidding supervision work improvement.
