But there are still many problems:the state authorized or entrusted to public governance rights association is not standard, the alienation phenomenon is easy to occur in Public Governance Rights Association, association of supervision is not in place. Ultimately, factors causing the industry association of China public governance function can not be effective in five main aspects:The first is the lack of relevant laws and regulations and Industry Association of power, no location, a law on the functions of trade associations, rights, obligations and organization, operation mechanism and management mode to be clearly defined.The second is the double management system of Industry Association of public governance function, the dual management system, the public management function, system generated within the Industry Association for its members is not strong and difficult to play, the system generated association due to lack of trust in government and cannot play. The third is the function positioning of trade associations is not clear, the industry association as subsidiary bodies, enterprises Industry Association as "two government". The forth is the government’s Industry Association authorized or entrusted not fully, has commissioned a casual, commissioned by the insufficient phenomenon. The fifth is the governance ability not strong association industry.
