In our country, the process of population aging is accelerated, and the population structure is unbalanced. Under the background, the social security payment is suffering the increasing pressure. So the national security fund, which is the supplement and adjustment of social security expenditure, also is suffering the incressing pressure. So the analysis and research of the national security fund’s investment strategy has great practical significance.This article makes a distinction between the national security fund and social insurance fund, deeply analysises on the present situation of the national security fund investment and puts forward the solutions of problems of the national security fund investment. The analyses of investment situation include the summary of the national security fund, investment principle and concept, the existence question and the reason, and so on. The existed problems cover the investment target is not clear, the investment scale is limited, the investment structure is irrational, and the investment income is low. To solve these problems, this paper combined with the empirical data, draws lessons from foreign experience in the social security fund investment, establishes models to predict the future values, and generates into the equation to determine the target profits, investments new and diversified tools, improves the structure of the portfolio, and scientificly allocates the structure. That is to say the paper puts forward the solutions corresponding with the proposed problems to the national social security fund investment.The paper’s innovation point is mainly manifested in the aspect of research ideas. It studies the total investment situation of the national security fund combined with the specific investment object. And researching the methods to solve the problems of the national security fund investment, I boldly make the equation according the exsisted meaning of the national security fund and basing on the related original data and determine the investment objectives. The idea can be adapted by the council to formulate specific investment strategy.
