Study In Problems And Solutions To Urban And Rural Integration In Panjin

The urban-rural dual structure in China is the stage outcome in the process of economic and social development, causes inequalities and imbalances in economic and social development in urban and rural areas, and severely restricts the construction of overall well-off society. To break the urban-rural dual structure, and to promote common development of urban and rural areas, is a necessary step and the main content in the process of modernization. It is proposed in The16th National Congress Party that the urban and rural economic and social development be balanced. It is further emphasized in The17th National Congress Party that a new pattern in the economic and social development in urban and rural areas be integrated, and that the urban-rural gap be further narrowed, and urban and rural development be sped up. Such is the fundamental approach road to well-off society in China and the only way to solving the "three rural" issue. Panjin City, Liaoning Province, is the second urban and rural reformation pilot area, and a study in depth of the development process and experience is to lay theory and practical basis for the urban and rural development in Panjin, and then in Liaoning. It is of great significance.This paper, in its five parts, separately introduces the background and significance of the integrated development of urban and rural areas, the researching methods and innovations, the review the relative theories and development, the overview of urban and rural development in Panjin City, the main problems that exist in the urban and rural integration in Panjin and the causes, and the conclusions to and the proposals for furthering the urban and rural integration in Panjin. This paper argues that initial progress has been made in the urban-rural integration in Panjin City, but there are still some problems, such as difficulties in transferring agricultural population, low levels of agricultural modernization, difficulties in funding urban and rural development, low qualification in urbanization. Analysis of the problem tells that it is mainly due to inadequate publicity, poor understanding of the people in the policy, impreciseness of the cadres in ideology, week promotion; the strong constraints of the original system on the transfer of agricultural population; unsoundness in agricultural industry, in economic and social environment; the singularity in Fund-raising channels of Governments, imperfection in urban and rural investment and financing system; imperfection in the original mechanism of urbanization. The author, on the basis of the above research, put forward to give efforts to increasing the propaganda and ideological education, to strive for the protection and the household registration reform system, to improve the employment system, and to accelerate the establishment of industrialization of agriculture, innovation of investment and financing system in urban and rural areas, urban development system and other practical proposals to further promote urban and rural integration.
