As China’s economic reform is deepening, various enterprises are also faced with the global competition as well as the township enterprises which are meeting inevitable survival of the fittest in competitive market environment. Township enterprises must to think about and solve the problem that how to stand on its feet in the fierce competition vitality. If enterprises want to make scientific and rational use of human resources, they will have to find ways to stimulate the enthusiasm of the staff in order to strengthen the competitiveness of enterprises.Based on China’s township enterprises development status and needs, township enterprises in Changsha city are chosen as the research object. On-the-spot investigation, questionnaires, interviews, participatory research, empirical studies and other methods are used to get first-hand information. Firstly, a large amount of academic literature is consulted, and relevant research results at home and abroad are summarized. The connotation of enterprise incentive mechanism, content system, the basic motivate model and theory of incentives under different perspectives are studied for a more comprehensive induction. Then the paper puts the focus on three typical incentive theories. Based on township enterprises’incentive status in Changsha, and survey data results of employees, this paper summarizes the problems of existing incentives and makes a more in-depth discussion about reasons for the formation of above problems. Finally, on this basis, several countermeasures are proposed to help township enterprises in Changsha City to analyze their setbacks and failure of staff motivation and find according countermeasures, so as to promote sustainable development of township enterprises in Changsha City.This paper is aimed to help rural enterprises find themselves incentive problems and solutions through the research of township enterprises employees incentives, thereby enhancing the competitiveness of enterprises and promoting the city’s economic development.
