At present, the tobacco agriculture in Ninghua is still in the tobacco planting pattern is more traditional, there are the averagescale is small, the technical content is not high, the professional division of labor is low,machinery limited etc..The realization of "raw material supply base, tobacco quality characteristics, modern production methods" is to build the brand oriented base unit, is an important means of tobacco change status and resource allocation not harmonious development of cigarette brand. From the reality to establish reasonable brand oriented base unit is the key to realize the transformation of traditional agriculture to modern tobacco agriculture tobacco.This paper takes Ninghua tobacco area as an example, on the basis of the SWOT analysis, through to the Ninghua county base unit from the eight basic engineering ", production organization, farmers cooperatives, management mode and other aspects of analysis of the current situation, put forward reasonable detailed construction planning, and provide a theoretical basis for the Ninghua county to promote the brand oriented base unit.The results of the study show that:(1) the development of Ninghua building brand guide base unit has the advantage of better, displays in:the superior ecological environment, the climatic conditions are suitable, appropriate tobacco cultivated land rich, water, energy and resources, climate environment, complete infrastructure, variety characteristic outstanding, solid technical team, perfect management system, mature business cooperation;(2) the construction of Ninghua base unit facing farmers team quality is not high, the aging serious, the economic benefits of tobacco leaf production is not prominent, the risk is relatively weak, the land circulation still more difficult aspects;(4) the construction of Ninghua base unit needs to form the effective safeguards from the organization and leadership, social participation, policy support, investment in science and technology, team building, project support, system supporting etc..
