Agriculture is the foundation of three major industries, ensure food security is not only the basic of the economic development,but also can guarantee the social harmony and stability. Since the implementation of the household contract responsibility system reform, agricultural development has entered a stable period, and then, the constraints of the household contract responsibility system are prominent, China’s agricultural production has been in smallholder production stage, unable to reach a higher realm. Today, agricultural production has been gradually to the mechanization and technology, China’s small-scale methods of cultivation and agriculture lags far behind developed countries in the world level, which seriously hampered the improvement of the level of agricultural productivity, how to improve agricultural production is the most importance in the development of agriculture.Basing on the theory of economies of scale and fixed-effect panel data stochastic frontier model this paper analyze the impact which various production technology are used according to different sizes of arable land,and thus analyse the size of the relationship between land scale and technical efficiency. In this paper, we used the panel data of275cities in20provinces from2001to2011, according to the different levels of economic development,we divided the data into economically developed areas and underdeveloped areas. We measured the date whether exist the threshold, according to the existence of thresholds, we divided cities into different situations,and measured technology frontier as well as the technical efficiency of each city.We proposeThe empirical results:there are two thresholds in respectively economically developed areas and underdeveloped areas,then we got the estimated threshold and confidence intervals.Through factor analysis, we can see that capital investment has a very big impact on agricultural output, we should increase capital investment, while labor input has a negative impact on agricultural output, or almost no effect, we should reduce labor input. Through the number of different situations falls in different situations in respectively economically developed areas and underdeveloped areas, we can find that in developed areas the number of the cities of small cultivated area remained unchanged,while the number of medium-sized city reduced fast and the number of large-scale reduce fast. In underdeveloped areas, the number of small-sized cities and medium-sized cities all decreased,while the number of large-scale cities increased.Epirical results show that China’s current land transfer is very wide range, which is Government support for the transfer of land are inseparable. Then the model also analyzed the technical frontier and technical efficiency in respectively economically developed areas and underdeveloped areas,we can see that medium-scale area has the best technical efficiency in developed areas,and small-scale area has the best technical efficiency in underdeveloped areas.The reason why medium-scale area in developed areas has the best technical efficiency is that the development of economic can give strong support for agricultural needs of advanced technology, and economically underdeveloped areas lack of funds makes the government difficult to give the strong support for the agricultural production.We can see that city development is highly uneven from each of the city’s technical efficiency. By analyzing the technical frontier, the paper calculated the optimal acreage, how to achieve optimal operating through the land transfer in agricultural production area will be the most important issue, the empirical results show that the economically developed areas more suitable for the land transfer, and for the economy underdeveloped areas, how to increase the technical inputs and improve the medium-and large-scale technological frontier of arable land is the main problems.
