The Application Research Of Post Project Evaluation In Xinjiang Grassroots Development And Reform System

In order to improve the scientific level of project decision work of post-project evaluation, investment promotion standardization makes up for the project from the decision to complete the implementation of the entire process defects. Effectiveness of improving project management and investment benefit has been applied all over the world, and more and more attention has been given to international financial organizations and has been applied more widely. However, they were restricted by various factors, making the post-project evaluation advance slowly in Xinjiang grassroots development and reform system.This thesis aims to apply scientific argumentation and empirical test based on the existing resources, to reform the method of post-project evaluation and to establish a set of corresponding responsibilities evaluation index system for Xinjiang grassroots development and reform system. On the basis of the reason of inefficiency of project management level and the use of State funds, the main contents of this thesis are as follows:First, combining with the actual project management of xinjiang grassroots development and reform system, the concept, meaning, principle, content, method, index system of post-project evaluation are summarized. Second, form economy evaluation, process evaluation, impact evaluation, sustainability evaluation4aspects, initially constructed post-project evaluation index system contains10secondary indicators,26triple indicators. According to the results of indicators rational expert survey, the initial constructed index system of post-project evaluation is modified. Applying the Statistical Package for the Social Science Version20, the results of index importance expert investigation are analyzed. Based on the statistical analysis results, the structure of the index system is analyzed and the reliability of the index system is tested. Third, using26triple indicators of the post-project evaluation index system, the "work for the Dole" project in xinjiang is evaluated. Determine the weight of post-project evaluation index by AHP method. Deal with expert scores by fuzzy comprehensive evaluation method. According to the maximum membership principle, the comprehensive evaluation results of the project are given. Comparative results of qualitative analysis and quantitative analysis demonstrate that the index system proposed in this thesis is reasonable and scientific and the post-project evaluation method is practical and used properly.This kind of research for Xinjiang grassroots development and reform system improves the level of project management. And it has important practical significance for improvements the efficiency of use of the funds of our country.
