The Research On Public Opinion To Public Organization’s Pension Insurance System Reform

The study based on structured interview,reference organizational change of cognitive theory formed the pension insurance system reform questionnaire,including meaning, information, and hope, cognitive influence strength and the resistance of cognition, support conditions, the expected way cognition, and reform the reform expected effect, self interest damaged, cognitive damage field survey, cognitive, and behavioral responses, adaptability to the emotional reaction, solve the tendency. Through the convenient sampling and intercept of shenyang residents to investigate. We obtained652effective samples,407effective samples from public organization,245effective samples from non public organization. Reliability analysis, validity analysis shows that the whole questionnaire for0.918reliability, construct validity good read.And respectively constructed the model of personnel public opinion to public organization’s pension insurance system reform.Study found that two kinds of people have different opinion model factor structure. Among them, significance of cognitive did the greatest contribution to the opinion model of organ institution personnel, next is the support conditions, self interest damaged and the last is the expectation strength; And expectation strength did the greatest contribution to the other model next is meaning cognition, information, and finally support conditions.Note that reform resistance in two crowd have opposite directions. For the non-organ institution workers, resistance cognitive have negative influence on the way to reform the cognitive,but for the other workers, resistance cognitive have positive influence on the way to reform the cognitive. But, the influence of two people pension insurance system reform of opinion elements have in common, namely the significance of fairness, support conditions cognitive and information about the expected way cognition, fairness, reform expected strength and expected way to reform the reform cognitive expected effect there are positive influence on cognitive directly. While we also found that education degree%work time and income level had influence on public opinion.At last, we put forward strengthening the policy propaganda, unity of their thinking, establish occupational pension system and speed up the reform process, speed up the legislation, perfecting the reform plan, speeding up the reform of system of classification business unit process,"the old man" old way,"the people in the middle" the middle way",the young man", the new method and so on concrete suggestions according to the results.
