The recessive unemployment in this article refers to the people that they have the land, but not use the exert labor fully and their marginal utility of their labor is zero. The problem of recessive unemployment in rural areas has been ignored for a long time because that government has never stated rural unemployment population. However, many issues such as the number of migrant workers surged in recent years, cultivated area dropped gradually, income gap between urban and rural areas continue to emerge, which make us to believe that the hidden unemployment in rural areas in China exists.And the problem exists not only under the old planned economic system but also before the establishment of a market economic system. Now, farmers face employment pressure and the risk-increasing unemployment. Facts have proved that the problem that hidden unemployment in rural areas remains high, not only affects the growth rate of economic, long-term development of the whole society, but also affect the basis status of agriculture in the national economy. So, we must address the urgent problem of unemployment of farmers by combing with China’s reality and adopting comprehensive measures.In this context, this paper first estimate the number of farmers who is in hidden unemployment, and then combined with China’s reality, I analysis the relationship between the growth of the economic and hidden unemployment to find that lower rate of the unemployment is conducive to economic growth of China. I also analysis the relationship between per capita income in rural and hidden unemployment to find that enhancing the income of the farmers can effectively reduce unemployment. Finally, a few suggestions to solve the unemployment of farmers put forward:develop agriculture and increase income levels of farmers; speed up the transfer of rural surplus labor and reduce the working population of agricultural; increase education investment and improve their quality of practitioners. Solving the unemployment problem of farmers is not only conducive to China’s "three rural" problems, but also has a certain practical significance for China to achieve the target that to be a well-off society.
