Research On Status And Countermeasures Of Socialist New Rural Construction Of PI County

The Fifth Plenary Session of the15th CPC (Communist Party of China)Congress proposes clearly that building new socialist countryside is a great historical task of China’s modernization process. Having taken overall situation and advanced with the times, the Party Central Committee made this major decision,which not only benefits millions of peasants, but also affects the national stability in the long run. It is also an important mission that we must accomplish during this period when we make efforts to construct a well-off society. Sichuan is a huge agricultural province, whose issues concerning agriculture, countryside and farmers (3-farming) are both extrusive and important. In recent years, our province has spared much time and efforts on town modernization and industrialization.Meanwhile,we still pay much attention to the jobs concerning agriculture, countryside and farmers. As for the construction of new socialist countryside,we have obtained delectable achievements, basing on Sichuan’s reality. During the tenth Party Congress of Sichuan Province, which ended in May this year,our province puts forward to implement the new development strategy of new type industrialization interacting with new urbanization and overall planning of urban and rural. It also stresses out "we should not to move or retreat on the way of balancing urban and rural development and try hard to form the new pattern of the integration of urban and rural development".what’s more, speeding up agricultural modernization and promoting construction of new socialist countryside is clearly required. It’s extremely important to accurately grasp the new requirements of new rural construction work which is presented on the tenth Party congress.In the past long time, Pi County has made considerable economic and social progress. It has a stable increase in the agriculture production and the farmers’income. The agriculture and rural economic restructuring and industrial operation have got positive progress and obvious effects, which have set a solid basis on its long-term development. However, the per capita net income of the farmers in the county is still below the average level of the coast. The development problems, such as its less competitive agriculture in general, weak rural infrastructure, inadequate public services, the urban and rural institutional barriers, are very prominent. The agriculture and rural development in general are still in the climbing stage. Only if the "three rural" issue is solved seriously, the harmonious development of urban and rural areas is promoted, it can be laid a solid basis for building a moderately prosperous society. This paper selects Pi new rural construction problems as the research object. Through the analysis of building Pi new countryside and the discussion of the problems and solutions in the construction of Pi new countryside, it tries to provide theoretical and practical guidance to the next development of the new rural construction throughout the province including Pi County. This paper first expresses the background, content, purpose, significance, research methods and innovations of building the new socialist countryside, which also learns about the relative theory and the rural construction experience of some developed countries. It goes on to describe the resource advantages and economic and social development level objectively. It analyzes the favorable conditions and the constraint factors, short-term goal, development ideas, urban and rural construction planning of its new rural construction, and summed up the achievements. It bases the support on Pi County’s concrete practice of the socialist new countryside construction and then analyzes the problems in the construction including the inadequate promotion and popularization of the construction, weak agro-industry support, immature industry system, the farmer’s difficult employment, the lack of the farmers’ education and guidance, the imperfect social security support, the ineffective management and nonstandard services of rural tourism, and the further deterioration of the ecological environment in rural areas. It finally proposes the ways of speeding up the construction of Pi County new countryside which means accelerating the integration of urban and rural construction; strongly developing modern agriculture, further optimizing the agricultural structure, vigorously promoting the operation of the agricultural industry and the tertiary industry, accelerating the transfer of rural surplus labor force, leading the higher education’s role in the education of the rural areas, further improving the social security system; actively developing rural tourism, and valuing ecological environment construction.
