| The problem of High medical costs, difficult medical treatment has become one of the problems that affect the residents living. The introduction of social medical insurance system can be part of the solution to this problem. However, the introduction of the medical insurance system may increase the medical expenses largely, resulting in unnecessary waste of medical resources. Doctors are both medical services provider and the agent of the patient medical consumption, in the case of asymmetric information, the health insurance market will easily arise the problem of moral hazard. In order to solve the problem of moral hazard in patients, so the co-payment system has been arranged in the way of compensation for insured patients, but the co-payment system also reduces the risk of insurance protection efficacy, causing a negative impact on the health of the inisured patients. China’s New Rural Cooperative Medical System has begun since2003, In recent years, the strong push in recent developmentsand the new rural cooperative has played a major role to solve the problem of farmers’ poverty caused by illness and the possibility of backing into poverty because of illness. However, in recent years the practice has also exposed the defects of the new rural cooperative medical system design and governance structure, caused by excessive demand for medical services, such as moral hazard and supplier-induced. To find a balance between the proportions rising in the new rural cooperative medical expenses and farmers benefit, is essential to the healthy and sustainable development of the new rural cooperative.On the basis theory of demand for health insurance, health economics theory, welfare economics, and health economics theory, by summing up the problem of moral hazard in the domestic and international medical insurance, learning from the theory and practice of social health insurance, the dissertation analysis the insurance moral hazard problems of theoretical and the co-payment system.In the research of the new rural cooperative compensation system adjustment and farmers benefit relationship,the data is used by the Midwest36investigations County2008-2010survey data of the new rural cooperative medical institutions and366farmers sample data in Sichuan Province, Using the generalized linear regression model to analysis influence factors of the proportion of farmers subsidies benefit ratio, using the single factor logistic regression model and multiple linear regression model to analysis influence factors of service utilization. Study found that the economic factors have significant effects on farmers’benefit ratio and medical service utilization.Inpatient and outpatient co-ordinate compensation mode as a whole is appropriate at this stage. Different Starting line and hospitalization compensation ratio has a significant effect on farmers’ benefit ratio, the farmers’ individual characteristics has a significant effect on farmers health service utilization.The new rural cooperative co-payments adjustment and optimization of the ratio have positive role to prevent the moral risk.Related policy recommendations:To gradually reduce the family account compensation mode to guide compensation mode transition to co-ordinate the inpatient and outpatient.(2) A reasonable set to the patient compensation scheme and effectively improves the patient’ health care.(3) To increase the level of funding, to further expand the new rural cooperative medical compensation surface (4) To deepen the management of the quality of medical services, improve the utilization of the resources of health care services in rural areas.(5) To increase investment in public health in rural areas, to provide free medical examinations, to improve farmers’ health..(6) To promote the development of rural grassroots medical institutions to facilitate medical treatment for farmers. |
