A Study On Approaches Of Smart City Construction

With the in-depth development of informalization, the period of city has been from agriculture age to information age. Smart city, which was with the basic character of technology and innovation has been the hottest competition among the cities in the word. Roughly estimated, there are more than200cities planning to construct smart city. In China, to construct smart city is listed in the first-tier and second-tier cities’ schedule. Some of them listed it in their12th five-year plan, such as Beijing, Shanghai, Wuhan etc.. At beginning of2013, MOHURD published the90pilot cities of smart city construction. Obviously, a new climax of smart city construction is on the way.However, smart city construction is a new field in China. There are not enough mature methods and approaches as references. Adopted with literature review, comparative analysis approach and the method of combining the theory and practice, this paper deep analysis the concept, connotation and basic characters, summarizes the principles, main content and the approaches of smart city construction and gives suggestions for Ningbo smart city construction.At first, the research on concept, connotation and basic characters of smart city. On the base of brilliant exposition of exports and scholars and the current situation of smart city development in the different cities, the paper gives a new conclusion about the concept that smart city is armed with high technology and will be serviced for the whole society, human beings and nature. It summarizes four characters of smart city which are full perception, deep integration, innovation and coordinative operation. With the help of technology, smart city construction will make a contribution to the harmonious, flourishing and happiness city building. Secondly, the research on the principles and main content of smart city construction. The construction of smart city should insist on technology and service development, people foremost, characteristics outstanding and step by step. The content of smart city construction include technical level, framework and application.Thirdly, research on the approaches. The approaches can be divided into7types from the power of construction, main fields and specific ways. They are investment oriented type, innovation oriented type, infrastructure-focused type, industry-focused type, management and service construction-focused type, comprehensive development type and key breakthrough type. With the compare analysis of the approach at home and abroad, it offers lessons about smart city construction. That matching the current situation of city development, multiply choice, meeting the needs of city development and adjusting in different periods are included in the lessons.At last, empirical study. It analyses the condition of Ningbo smart city construction and proposes the system of objects and contents. With the quantitative analysis, it made a conclusion that there is a gap of the foundation between Ningbo and some developed cities. Then it proposed the direction of approach chosen of Ningbo smart city construction. On the basis of discussion, the approaches of Ningbo smart city construction should be pushed forward by innovation improve. And the infrastructural facilities, emerging industries, management and service should be development in ahead. The ways of construction should be combined with key projection construction and comprehensive development.
