Ningbo Smart City Management Research From The Perspective Of Multi-center Governance

The essence of smart city management is the innovation of urban management concepts and means,through the combination of technology and management,to provide intelligent urban management services model.It takes full advantage of mobile Internet,big data,Internet of things,cloud computing and other emerging technical means,effectively expanded the city management boundaries,improved management efficiency and reduced management costs.2011,Ningbo first proposed the construction of smart city management,nearly 30 cities nationwide have proposed the construction of smart city management.The construction and development of smart city management has attracted the attention of government departments,academia and the people.Firstly,this paper clarifies the concept of polycentric governance theory and the concept of smart city management,and analyzes the applicability of Polycentric Governance Theory in urban management field.It is considered that polycentric governance theory is an innovation in the theoretical level of modern urban management,and it is a practice innovation at the technical level.They are highly coupled in the logical relationship,the theoretical and practical end points,the social moral foundation,the power operation and the mode of distribution.The polycentric governance theory can and should be used to guide the concrete practice of smart city management.Secondly,through the analysis of Ningbo smart city management system construction analysis framework.Ningbo is the first to put forward the wisdom of urban management mode of the city,through continuous promotion and development of nearly 6 years,Ningbo has initially formed the wisdom of urban management,innovation and development of it,to a certain extent,represent the future development trend of the wisdom of urban management.Thirdly,by analyzing the typical practice cases of smart city management at home and abroad,and comparing the similarities and differences of some domestic urban smart city management model,this paper puts forward the concept of "traditional wisdom urban management mode" and "smart city management center model".It is considered that the traditional wisdom city management is a government led,top-down,administrative driven management model.Multi center smart city in the era of big data should be multi center,social participation,big data driven governance model.The characteristics and practices,the wisdom of urban management center should have multi governance model including: job performance can be quantified and give enough attention to the data and information can be real-time intelligence collection and statistics,departments and personnel,responsible for data analysis based on the data analysis results for decision-making,sustainable utilization of transparent data,take the initiative to open government data,enterprise is easy to enter the wisdom of urban management field,people on the wisdom of urban management has enough influence and participation.Finally,this paper thinks that the construction of Ningbo urban management wisdom multi center governance mode,should establish the innovative concept of multi center governance,networking,big data acquisition decisions,take "service,empowerment,supervision" innovation function,set up the public service outsourcing and the government and enterprises to participate in the wisdom of urban Management Center Training Center in innovation organization information collection,data analysis and management,transfer disposal and other aspects of extensive use of mobile Internet,cloud computing,big data,networking and other innovative technologies.The innovation of this paper is through the analysis of Ningbo wisdom of urban management system,comparative analysis of domestic and foreign intelligence urban typical experience,puts forward the model of polycentric urban management wisdom in Ningbo traditional wisdom of urban management.The inadequacy of the research is that the limited practical experience,failed to focus on a single case focused on the multi center smart urban governance model of empirical analysis,which is the future direction of this article need to continue to pay attention and efforts.
