Research On The Construction Path Of Smart City In Lhasa

Since China's reform and opening up,the economy has developed rapidly and has become a great industrialized country in the world,which is followed by the increasing population of the city and the continuous expansion of the urban scale.In recent years,in order to accelerate the economic and social development of Tibet and improve the living standard of the frontier people,a series of preferential policies have been introduced,and a large amount of capital,technology and talent support have been provided in the city construction.As the capital city of Tibet,Lhasa is the core city of the economic and social development of the whole region,and its development level determines the future trend of Tibet's urban development to a certain extent.By the end of 2017,the urbanization rate of Lhasa was 46%,far below the national average of 57%.The slow development of urbanization also led to the emergence of some problems.The main performance was that the urban permanent population and the floating population were increasing,but the infrastructure was not perfect;the environmental pollution,the waste of resources caused by the continuous development of industry and the waste of resources;The management mode is backward and so on.On the one hand,the emergence of these problems is caused by historical,geographical and other reasons.On the other hand,the current urban construction and management system in Lhasa is lack of innovation and technical backwardness.How to solve a series of problems in the process of Lhasa in the process of development in the new era and ensure the healthy and sustainable development of Lhasa is an urgent need to study the important subject.In 2010,IBM company put forward the concept of smart city for the first time.Its advanced construction concept was adopted by many countries as the main means to solve all kinds of urban diseases.China promulgated the first batch of smart city construction list in 2012,of which Lhasa was successfully selected.The emergence of the smart city has provided the advanced concept for the city construction and development of Lhasa City,innovated the urban management system mechanism,innovated the urban management model,and found the right way for the healthy and sustainable development of Lhasa.The smart city as a new thing,in the concrete practice and exploration process,there must be corresponding problems,how to effectively solve the problems in the construction of smart city is very important.From the perspective of urban management,this paper uses the theory of limited government,stakeholder theory,and sustainable development theory to analyze the current situation and problems facing the construction of smart city in Lhasa,and put forward the corresponding solutions to contribute to the construction of Lhasa city's smart city.This paper is divided into six chapters in accordance with the idea of introducing problems,theoretical exposition,present situation analysis,finding problems,finding reasons and putting forward countermeasures.The introduction part mainly explains the background of smart city construction,the research results and research ideas of smart city at home and abroad.In the overview of smart city,the theoretical analysis framework and the basic content of smart city are expounded,which is the theoretical basis of the whole article.The third and fourth chapters analyze the current situation,problems and causes of the smart city construction in Lhasa.The fifth chapter is the countermeasures and suggestions for the path selection of smart city in Lhasa.The actual situation of the city has been put forward to strengthen the top level planning,promote the construction of smart city Based on the reality of Lhasa,improve the construction of smart infrastructure,ramming the foundation of the construction of smart city,and selecting the smart city with the green development and the protective development of the brown land,the innovation drive,the balance of the interests of the stakeholders and the integration and development of the city.Set up a path to solve a series of problems faced by Lhasa in the initial stage of smart city construction.The conclusion and the prospect part,again stressed that the Lhasa city of smart city construction is still in the initial stage,more important still is to improve the preparation work,and the relevant countermeasures proposed in this paper is also aimed at the largest reality of the construction of smart cities in Lhasa.At the same time,according to the work done in this paper,the shortcomings of this paper are expounded,and the problems that need to be deeply studied are also discussed in the construction of Lhasa smart city.
