Study On Farmers Cooperatives’ Current Situation And Countermeasures In Farmer-Supermarket Direct-Purchase Based On Hebei Province

To fundamentally solve the dilemma of agricultural in sailing and buying and to promote thecirculation system of agricultural, in December2008, the Ministry of Agriculture and Ministry ofCommerce, jointly issued "launch Farmer-Supermarket Direct-Purchase pilot," which aims to guide tocarry out docking of supermarket and farmers in agricultural production, and fully deploy the work ofFarmer-Supermarket Direct-Purchase. Thus, agricultural super-docking is as a new way to promote.Since development of Farmer-Supermarket Direct-Purchase，it has achieved positive results inmany areas，such as lowering distribution costs and ensuring market supply. In medium-sizedsupermarkets,30%of fresh produce buy from the farmers directly. Supermarket chain distribution costsreduced by an average15%，that thanks to saving a lot of Farmer-Supermarket Direct-Purchase transitcirculation. But on the whole, the Farmer-Supermarket Direct-Purchase is still in its infancy, such asdocking size being not big enough, broad enough butting surfaces docking stable relationship being notenough to support the policy being not perfect. In the background of Farmer-SupermarketDirect-Purchase being vigorously promoted, farmers cooperatives is as the participating subjects ofFarmer-Supermarket Direct-Purchase, which certainly is facing new opportunities and challenges.This paper, studying Hebei farmer cooperatives, analyzes the the situation and problems ofcooperatives involving in Farmer-Supermarket Direct-Purchase, and builds an evaluation index system.Adopting an integrated weighting method, this article sort and evaluate the factors that affect farmerscooperatives involving in Farmer-Supermarket Direct-Purchase. According to the analysis, this paperproposes targeted countermeasures and suggestions, mainly involving farmers cooperatives,supermarkets and government.This paper has two innovations. First, from the perspective of farmers cooperatives, with the indexsystem approach, the article empirical studies the specified cooperatives，which leads to an importantdegree of influence factors of the sort. Second, the article puts forward the correspondingcountermeasures and suggestions, including the cooperative self-improvement measures, supermarketsassistance initiatives and the government safeguards.
