The land transfer market as the source of the land market and an important part of the national economy, the running status influence the development of the whole national economy. With the depth reform of the land transfer system and the gradual improvement of the land management system in our country, land transfer market trading rules has been generally established in the whole country. However, review the land transfer market of exploration and practice more than twenty years in our country, the rationality of the system have been disputed. Especially in recent years, various interest groups contradictions and irregularities in the land transfer market is becoming more and more serious. When the state has increased the real estate market macro-control, Problems and contradictions about the land transfer market has become the focus of discussion. Therefore, analysis based on the current problems of land transfer market in our country, to explore the root causes of these problems and give the relevant policy recommendations, will be conducive to the sustainable development of land transfer market, realize the land transfer behavior fair and equitable, optimize allocation of land resources, eventually to promote the healthy and orderly development of the whole social economy.In this paper, using game theory to analyze the real estate developers, local governments and the central government behavior strategies in the land transfer market, by the application of game theory and the construction the games models, In-depth analysis of China’s land transfer market problems as land prices are too high, rent-seeking and conspiracy serious, over-exploitation of land, the central government macro-control adverse, and use the results of the above analysis, give the appropriate policy recommendations to perfect our country’s land system and achieve the healthy and stable development of China’s land transfer market. This passage is divided into four parts.The first part, introduction. Introduces the background and significance of this research, the domestic and foreign research review, and then describes the research contents and technical route, research methods and possible innovation points of this paper.The second part, basic concepts and related theories. Introduces connotation, characteristics and historical evolution of China’s land transfer market, the basic concepts of game theory and classification, and the feasibility of using game theory to analysis of China’s land transfer market.The third part, analyses the game between the local governments and real estate developers in the land transfer process, using game analysis to discusses the four different ways of land transfer, obtain the agreement may result local government rent-seeking, and to transfer state-owned land use rights in market-oriented means may lead to real estate developers collective into a prisoner’s dilemma thus choose cooperation and collusion, and specific analysis of the conditions for the collusion can succeed, as well as to avoid collusion behavior gives policy recommendations. The fourth part, analyzes the game between the governments. First of all, through the application of the "public tragedy" model illustrates the non-cooperative games between local governments will lead to waste of land resources and excessive development in our country. Secondly analyzes the game between central government and local governments, the game in the land transfer market mainly two aspects:land policy and avoid rent-seeking behavior, through building a non-cooperative game model respectively, trying to get the equilibrium solution and given some relevant policy recommendations.The fifth part, conclusion and prospect. Summarizes the game behavior of each participant in the land transfer market, given the relevant policy recommendations and outlook the prospects of this research.
