This paper is intended to give a monographic study on the realization of promoting enterprise strategic objectives by the means of strengthening the comprehensive risk management to prevent and control risk, together with the combination of the Shandong Highway actual case studies. In recent years, with the accelerated process of economic globalization and regional economic integration, China’s enterprises began to implement the "going out" strategy. Facing the ever-changing international situation, companies have the urgent need to strengthen risk management, enhance the sense of crisis, develop a crisis early warning mechanism to establish risk prevention, improve the ability to prevent crisis and overcome crisis. China began to enter a new stage of building a comprehensive risk management system.Enterprise risk management is a highly comprehensive, theoretical, practical management research issue. Long-term in-depth theoretical study and rigorous scientific empirical analysis are needed in order to grasp its true meaning and the essence. This paper will use a comprehensive risk management theory as a guide to elaborate the general concept of risk and its characteristics, and discuss the concept of enterprise full-scale risk management and workflow. It will also combine Modern management theory, enterprise full-scale risk management theory and corporate governance theory, and apply the combination of the theories to the highway operators enterprise risk management practice, to promote management risk analysis of enterprises by extensive collection and analysis of relevant information on strategic risk, financial risk, investment risk, operational risks and legal risks. The paper then is aimed to help the administrative of the enterprises to evaluate the various types of risk severity and likelihood of occurrence and degree of harm through a series of risk identification, risk analysis and risk assessment of various types of risk and to use management strategies such as risk avoidance, risk taking, risk transfer, risk conversion, risk compensation, risk hedging and risk control for the purpose of developing the targeted scientific and effective risk management solutions and risk prevention and control system.In conclusion, the article will use the Shandong high-speed Group as a typical sample to elaborate the Shandong Hi-Speed Group risk control system, risk control experience and practice, and put forward the next phase of enhancement program. It will then give an empirical study of the carrying out of its risk management in the actual work situation in order to find the existing problems and deficiencies. Secondly, by extensive collection of the risks involved in the course of production and operations of Shandong Hi-Speed Group enterprises, the paper tries to give detailed risk identification, risk assessment, and then put forward the risk management strategy, and risk solutions in order to avoid and defuse the risk to the maximum extent, with a view to achieve the maximization of benefit of the state-owned capital and complete the preserving and increasing state-owned assets value, as well as lay the foundation for the sound operation and sustainable development of the Group.
