Research On The Role Of Government In Yangzhou Eco-industrial Park Construction

In a wave of the world raising sustainable development, the conflict between the resources environment and industrial production became the core issues of sustainable economic development, in recent years. In this background, the concept of eco-industrial parks comes into being. The construction of eco-industrial parks, which is the third generation of industrial parks followed by technological development zones, and high-tech industrial park development zone, is an important application of several theories, such as, industrial ecology, recycling economy, and regional sustainable development. Constructing eco-industrial park, focused on constructing ecological chain and ecological networks in the park to maximize the efficiency of resource use, and minimize pollutant emissions from industrial sources, will achieve regional clean production and increase social benefits and ecological benefits in pursuit of economic efficiency.In market economy,lots of governments increasingly promote the eco-industrial park, and got great achievements. In21st century, the Chinese government began to establish the eco-industrial park. Theoretical research and practice started late, but the rapid pace of development was found in recent years. China has basically formed a relatively complete planning system for eco-industrial park. From2006, Yangzhou city, an important city in the Yangtze River Delta economic circle, began to promote eco-industrial park, and has established a national-level eco-industrial park in Yangzhou economic and technological development zone and Weiyang development zone with provincial eco-industrial park. This paper argues that Yangzhou government plaid an active role in scientific planning, organization security, administrative promotion, building union, supervision and administration, and so on for the construction of the eco-industrial park, but there were some problems,which restricted the development of the eco-park to some extent. Therefore, this paper discusses how to optimize the role of Yangzhou government in the construction of eco-industrial park, and how to unify the role to comply with the requirements of the rules of economic development and government public administration have great significance in the development of eco-industrial park, and even the development of the economy and social in whole Yangzhou.This article is analyzed by the way of studying the literature, and using scientific methods on the basis of extensive investigation and research, such as, comparative analysis induction and deduction. This paper argues that the construction of the eco-industrial park in Yangzhou conforms to relate concepts and theories of the low-carbon economy, circular economy, industrial ecology, regional sustainable development and the government’s role, and keeps line with rules of economic development. This paper also found the existing problems, including the imperfect regulatory system, and public information platform, lack of eco-industrial technical reserves and evaluation system lacking of science and so on, in analyzing the Yangzhou government’s role of constructing eco-industrial park. Analyzing typical eco-industrial park at home and abroad, we get important enlightenment in experiences taking advantage of government’s role, orienting a reasonable part, unifying scientific plan, issuing preferential policies, and developing diversified topics.Finally, This paper argues that Yangzhou government should adhere to the guiding principles of combining the development ideas of innovation, the effective integration of roles in both markets and government, the coordination in main relationships.By improving the organization and leadership,formulating the system of rules and regulations,establishing the scientific evaluation system, strengthening the technical and personnel support, creating informational park and so on,in order to optimize Yangzhou government’s roles in the construction of eco-industrial park.This paper provides some references for the sustainable development of the eco-industrial park in Yangzhou.
