Research On The Role Of The Government In The Operation Of Modern Agricultural Industrial Park In City Z

At the 19 th National Congress of the Communist Party of China,the strategy of Rural Revitalization was first proposed as one of the Seven National Development Strategies.Priority is given to the development of agricultural and rural areas,and the 20 words general requirements for the development of agricultural and rural areas are determined,which are "prosperous industry,livable ecology,civilized countryside,effective governance and rich life".As a new mode of agricultural production and management,modern agricultural industrial park plays an important role in accelerating the transformation of agricultural development mode and building modern agriculture.Modern agricultural park has gradually developed into a platform for integrated demonstration of agricultural science and technology,an incubation base for agricultural enterprises,a platform for agricultural technology training and promotion,and a carrier for the integration of modern agricultural elements.It is of great significance to optimize the role of the government in improving the layout of modern agricultural industry,promoting the development level of the park andextending agricultural development.Based on the theory of government function,this paper discusses the role of the government in planning,servicing and supervising during the operation of modern agricultural parks.Through the basic situation and operation types of 30 modern agricultural industrial parks in city Z,this paper reflects the operation status of modern agricultural parks in city Z from the following four aspects: scale effect,external effect,scientific and technological effect and brand effect,and analyzes the current situation and existing problems of the government in city Z appearing in planning positioning,coordinated service and supervision and management.Further analysis shows the causes of the problems come from three aspects: government awareness,political system and performance feedback.Finally,the paper puts forward countermeasures and suggestions of optimizing the role of the government in the operation of modern agricultural industrial park in city Z from four aspects: improving local government's planning policies,boosting the industrial development of the park,promoting the public service level and strengthening the supervision and management.
