Construction industryinvolved in wood industry, cement industry, steel industry, metallurgy industry,chemical industry, petroleum industry, machinery industry, and other more than fiftyindustrial department, at the same time and the financial industry, transportationindustry, furniture industry, the electrical industry, arts and crafts industry anddecoration industry, business and service industry, and other industries are closelylinked. The healthy and stable development of the construction industry, the relationshipbetween the national economy stable and health development.At present China has into the upgrading of the industrial structure adjustment andthe important moment, human capital sufficient condition is gradually to lewisinflection point of labor shortage state transition, labor cost price will present graduallyrising trend, previous cheap labor cost phenomenon will disappear. In the capital by thenature of the features of the building industry has tends to saturation, the constructionenterprise low cost high profit era has become the past. The future of the constructionenterprises of thickness increase profits will be mainly comes from cost management,thus to reduce the unit product costs, improve profitability to become the enterprise toenhance their strength is one of the key factors.Based on L construction company as the research object, using accountingfinancial analysis means for the L of the company’s financial statements are deeplystudied and combining L construction company management present situation,discovered in the budget exist in the management of budget management and enterprisestrategy without organic combination, lack of full participation, budget managementsystem is not perfect, the budget, such as lack of executive power cost control problemsin engineering cost management and construction project also exists serious costmanagement control problem. In order to solve these problems, this article from costmanagement control theory, from the project decision-making stage, design stage,construction stage implement targeted control target cost management, and realize fullparticipation and comprehensive budget management, help L construction company to establish the modern cost management control target. This paper studies for the Chineseconstruction enterprises to establish a modern financial system, to take effective costmanagement control measures, practical and effective control enterprise financial costs,has the very strong practical significance and guiding action.
