At present Europe and the United States debt crisis caused by external market recession, stimulate the governments increased to economic policy intervention efforts. China’s economy is in the transition period, also need to economic development in the macroeconomic regulation and control. Real estate industry is an important impetus to the economic development of our country, but in recent years its development breaks away from the normal track. It’s speculative property increased significantly. It will threaten a market bubble. In the international and domestic factors under the action of the two together, it’s the necessary macroeconomic regulation and control. Countries at present on the introduction of the real estate industry regulation and control policy target prices from inhibition to emphasize real estate industry duty direction change people’s livelihood. Control measures from the simple to the limit demand on the one hand limit speculative demand, on the other hand perfect supply system to guarantee people’s livelihood needs and transformation. Along with the macroeconomic regulation in the real estate industry show normalization trend, the market development of the inflection point has been revealed. Real estate enterprises grab high profit has been impossible. The inevitable choice is to improve management level so that they can reduce costs and protect the profits.In this paper, the research on the financial management of NM Real Estate Group is the main object. Through the epicycle macroeconomic regulation analysis, it clears the changes in the market environment for the effects of NM Real Estate Group. According to the present situation of NM Real Estate Group management analysis, it determines NM Real Estate Group management problems existing in the financial activities. Finally, under the guidance of value management theory and comprehensive budget management theory, it researches NM Real Estate Group financial management innovation, so as to find out the effective countermeasures according to the influence of macroeconomic regulation. It analyses macroeconomic regulation and researches the impact on NM Real Estate Group that caused by the change of the market future development and to determine the problems existing in the financial management activities of NM Real Estate Group. The main research methods include documentary analysis, comparative analysis, descriptive analysis and quantitative analysis.Through the research, we can see that in the current round of macroeconomic regulation, NM Real Estate Group financial management showed the unknown target, system for missing and invalid institution. They hinder the future development of enterprises. NM Real Estate Group need will create value concepts into financial management work, and improve financial management in enterprise management activities on the strategic level. In the core target of the creative value, financial management work should be established with capital of object value management system. On the one hand, it realizes group internal resources optimum allocation. On the other hand, it provides a basis for evaluation of enterprise current value. In the value management system perfect budget management function, the comprehensive budget management and dynamic assessment combine to make the financial management of the strategic position to get support. Finally, in NM Real Estate Group set up in order to create value as the goal, the value management as a guide, the comprehensive budget management as the means of enterprise financial management model. The conclusions that received from the research are useful to guide NM Real Estate Group’s financial management work in the future and promote its enterprise development. At the same time, it provides a new research angle on the real estate industry financial management.
