With the technological progress and the deepening of economic globalization, business process outsourcing as a new industry formats are gradually transform to the economic structure and the important way to upgrading the industrial level. The development of business process outsourcing, not only can speed up China’s industrial structure adjustment and upgrading, but also can speed up China’s industrial economy to the service of economic restructuring and upgrading, promote the growth mode from extensive to intensive development. Vigorously develop the business process outsourcing industry has a very important strategic significance for our country to change the structure of foreign trade export and trade development mode. China’s enterprises to undertake the business process outsourcing business, not only contribute to the introduction of advanced experience and technology of the contracting countries, but also helps to promote technological progress and management innovation, thus speeding up to enhance their core competitiveness. As we all know, compared to the business process outsourcing industry more mature countries, the level of industrial development of China’s business process outsourcing is still in its infancy, but the "Eleventh Five-Year", in support of national policy, China’s business process outsourcing industry has been a rapid development. In the process of development of business process outsourcing services China should from their own national conditions and reality to develop appropriate industrial development policies, direction and focus of the development of a clear business process outsourcing. In the period of rapid development of business process outsourcing, selective focus to join the international market, and actively participate in the international division of labor and competition, to develop large-scale business process outsourcing multinational group with strong international competitiveness, narrowing China and developed countries.
