Since the Reform and Opening up, economic development of our country hasmade great achievement. But at the same time, large-scale and persistent energysupplying crisis has also arisen and environment pollution is also very serious. oursustainable development is facing a lot of problems such as resources problem,environment problem, economy problem and society problem, and so on. The Twelfth"Five-year Plan" programming puts forward definitely to break the increasinglystrengthening resources and environment restriction, in order to complete the missionwe must speed up the construction of the resource conservation and environmentfriendly society, and improve the ecological civilization level. How to build aeconomic system which will develop sustainable and realize coordinated developmentof "economic-energy-environment" system (short for3E system) will become the onlyway to solve the triple-crises.In this paper, we research on the relationship among energy, economy, andenvironment at first, knowing that economic construction is the purpose of sustainabledevelopment, energy is the power, and the environment is the vector. There is arestricting and promoting relationship among the three. Then we analysis the regionaldifferences of energy, economy and environment because of the nature, geography,history, institutional change, the national development strategy and so on. In energydistribution aspect, the general character of our country is west region rich and eastlean, south region is less than north. The reserves and distribution of energy isdifferent because of geography structure. Coal is rich in North China and northwestregions, water resources is rich in southwest, natural gas and petroleum are rich ineastern, central and western regions. The distribution of resources is extremelyequilibrium, and at the same time, the consumption of energy is also exists seriousregional difference. The developed areas which product70%GDP only have20%energy resource. The phenomenon affects the efficient and reasonable configurationof energy. After carrying out the policy of allows some people to get rich at first todrive the poor, our economy has got a lot of achievement. But at the same time, theproblem of regional development imbalances and the gap between rich and poor isincreasingly enlargement as time. For a long time our economic development mode isextensive, at the cost of environment pollution and high resources consumption. Because of different development degree, ways, resources, climate and so on, theenvironmental damage degree is also not the same. At last, we evaluate thecoordination degree of3E system by constructing3E coordination system model andweighted by variance squares sum method, inspect spatial autocorrelation usingSpatial Econometrics Moran’s I index. The empirical results show that there is aobvious space unbalanced and persistent characteristics of every provinces and citiescoordination degree of3E system. There is a space gather phenomenon in the3Ecoordination degree in our31provinces and cities. But the whole cluster degree is notvery high, and the differences among regional is obvious3E system coordinationdegree in neighbor province area exists a space dependent and a positive spillovereffect. We still need to make effort in economic structure adjustment andenvironment protection.
