Therefore, energy, environment and economy have become the key problem of the sustainable development of economy. The coordinated development of energy, environment and economy have become the important content of harmonious development, the energy resources as the most important part decide and influence directly the speed of economic growth and the degree of environmental pollution. Owing to the importance of the reality, the coordinated development of energy, environment and economy (3E system) and the related problems over them have become the important topic at home and aboard. Xinjiang is the frailest ecological area in China, and is also one of the world serious desertification areas. Since the autonomous region was established 60 years ago, especially the reform and opening-up policy carried out 30 years ago, the economy of Xinjiang has also developed fast and healthy, and the comprehensive strength has also obviously strengthened. Along with the fast development of economy, all the problems---how to develop and make use of energy reasonably and sustainably, what is more, the capacity of ecological environment will be beyond its the maximal limit are worthy of our careful thinking. At the same time, as the important base of energy strategy, the mining and use of energy must be confined to some degree. In order to make sure that the economy of Xinjiang develops fast, and the energy can be used effectively as well as the sustainable national energy of supply, Thus, we must make a systematic appraisal and evaluation to the relations of the 3E system.This paper firstly reviews the study of domestic and foreign about the mutual relation between energy, environment and economy, as well as the research on the relation of all the three systems. And introduced in detail the Kuznets Curve theory under the energy and the environment restraint, the Coordinated Development theory and the Sustainable Development theory; Secondly, it introduces the present situation of energy consumption, environmental pollution and economic growth by using the statistic descriptive analysis which can reflect the development situation of them and the existing problems. On the basis of the analysis, the endogenous variable (energy consumption, environmental pollution, economic growth) and the exogenous variable (population growth, price of raw material import, price factor, investment factor, technology factor) are introduced and established the simultaneous equation regression model, and use the GMM method to estimate the equation, then we got the real quantitative relationships between energy consumption, environmental pollution, economic growth. Finally, on the basis of the theoretical analysis and the econometrics analysis, the policy and suggestion are formed for the healthy development of economy of Xinjiang.
