With the development of export-oriented economy, the business environment is getting more and more complex, the formulation and management of enterprise development strategy gradually become the core concept of business development. Zao-zhuang Mining Group Logistics Center was founded in2008February, belonging to the Zao-zhuang mining (Group) limited liability company, has three management functions of material supply, comprehensive equipment management and renewable resources recycling. According to the supply logistics development needs of the group and requirements of the development of "logistics", in order to make Zao-zhuang mining group stronger to further expand modern logistics industry, in2011logistics center began to actively explore the development of social logistics trade business.Under this background, this paper using Zao-zhuang Mining Group Logistics Center as the research object, make a research on the development strategy. Firstly, this study through the analysis of PEST model and the five force model to make analysis on the macro environment of Zao-zhuang mining group logistics center and its industry environment, then summarizes the external environment opportunities exist:China’s government introduced a number of policies to promote the development of modern logistics industry, sustained growth of the economy helps to promote industry development, rapidly developing information technology improves the management level of the industry, social logistics demand grow and transportation infrastructure is gradually improving; threat mainly includes:enterprise operating costs continue to increase, number of competitors increased, industry barriers to entry is relatively low, logistics center business face reduced because of internal functions substitution, buyer bargaining power increases. Secondly, through the comparative analysis of the Zao-zhuang mining group logistics center organization structure, enterprise culture, human resources, financial status, core competence and information construction, then summarize its advantages:a strong background of actual controller, plentiful corporate senior management experience, a healthy corporate culture, strong service production guarantee ability, relatively perfect ability to control the logistics and information construction; the disadvantages are: Distributed Mining logistics resources is not conducive to the formation of scale, inadequate funding, lack of professional logistics management personnel and social logistics trade starts late. Then, on the basis of the above analysis through quantitative planning matrix to determine Zao-zhuang Mining Group Logistics Center shall adopt the expansion development strategy, and steadily develop the external market based on internal logistics resources integration, promote cooperative development of social logistics trade, and make actively research and exploration into the international trade, make the enterprises bigger and stronger and realize transformation from enterprise logistics to logistics enterprise. And from the optimization of organizational structure, strengthen human resources development and reserve, improving marketing mode, optimization of enterprise culture, improve the financial management ability and puts forward the corresponding measures to strengthen the implementation of information construction from six aspects for Zao-zhuang Mining Group logistics center expansion development strategy.This paper combines theory with practice, through the review of relevant theories on strategic management then determine the suitable development strategy for Zao-zhuang Mining Group Logistics Center, and also make the implementation of countermeasures for promoting the formulation, and is of great significance for Zao-zhuang Mining Group logistics center to expand the social logistics trade scale, become bigger and stronger, to realize the transformation of enterprise logistics to logistics enterprise. At the same time, this paper puts forward corresponding safeguard measures for Zao-zhuang Mining Group logistics center development strategy. The conclusion of the study has a guiding role for implementation and selection of China’s other logistics enterprise development strategy.
