Pension insurance is an important component of social insurance programs, which affects the economic and social development. In China, few achievements have been made since the pension insurance was reformed as the design of institution is irrational, and the dual track of retirement which means the public and enterprise employees are covered in two different schemes is the most irrational phenomenon in pension insurance. Not only is the great gap in pension benefit between public and enterprise employees, but also the social inequity is the negative consequence of the dual track of retirement.This paper focus the analysis on the relevant literature review, the gap in pension benefit between public and enterprise employees and some representative practice on pension insurance. The paper analyses the resistance to the reform based on the review of the history of dual track of retirement and proposes some corresponding countermeasures to improve China’s pension insurance based on the rational perspective.The paper is divided into seven parts.The first chapter is an introduction, including the research background and significance, and the related concepts of the dual track system of pension insurance, relevant overview of the literature at home and abroad.The second chapter describes the course of development of the dual track system, and sorts out the history of dual track system changes.The third chapter analyzes the treatment gaps between public and enterprise employees.The fourth chapter describes the negative impact of "double-track" model of pension insurance.The fifth chapter introduces the reform of China’s dual track system of pension insurance. The sixth chapter discusses the pension insurance system of foreign public officials as well as the reform of the pension insurance system of public officers in some typial countries, What’s more, this part summarizes the characteristics of the national old-age insurance system and the reform trend.Chapter seven puts forward suggestions to the dual track system reform of China’s pension insurance.Chapter eight makes a summary of the full paper.
