As an important part of the social security system,the Pension system is closely related to people's living standards and social harmony and stability.With the aging of our country becoming more and more serious,pension has become a hot topic of modern people's attention,and the reform of pension integration has become the focus of attention.On January 14,2015,in order to implement the goal of establishing a "more equitable and sustainable social security system" plan at the Third Plenary Session of the Eighteenth Central Committee,the State Council formally issued the Decision on the Reform of the Pension System for Government workers,and the "two-track pension system" was withdrawn as a product of a specific historical period.Instead,the merger reform of pension systems has been carried out in an all-round way throughout the country.As an important economic center and pilot city of the reform of pension system in China,Shanghai's reform experience has rich reference significance for the whole country.This paper combines the development process of Shanghai's pension system,the drawbacks and contradictions of the original two-track system,and the concrete measures of the merger reform,based on Shanghai's actual situation,and using historical analysis,comparative analysis and literature analysis methods on the basis of the existing research results.By comparing the pension system before and after the reform,it is found that although the reform of the pension system in Shanghai has achieved some stage results,but the pension system is still not completely unified at present.There are still some problems,such as increased gap in fund revenue and expenditure,difficulties in transfer and continuation,and the unfairness has not been eliminated,either.At the same time,the main reasons for the above problems are analyzed as follows: the slow reform of supporting system,the lack of implementation rules,the high cost of integration reform,and the insufficiency of existing social security system.Facing the practical dilemma of Shanghai's merger reform,this paper takes the pension reform in the United States,Sweden and Singapore as the reference and enlightenment,and according to the actual situation in Shanghai,puts forward four ways to break through the dilemma.Specific measures include improving the relevant supporting system,improving the reform of operating rules,optimizing fund revenue and expenditure management,and promoting a wider range of pension co-ordination.I hope we could provide some reference and enlightenment for further promoting the reform of Shanghai's pension system.
