Since2006,7years in a row, the No.1Document of the Central Committee has made clear goals and plans for biogas promotion and over the years the government has adopted related statistics into the Year Book to show great achievements in the past.However, lots of problems are waiting to be resolved behind the strong growth, such as the lack of capital, poor management, etc. China has a vast territory and complicated land shapes, so situations differ in districts and provinces. Since biogas promotion must match local situations, therefore, to realize a stable and sustainable development, it is necessary to analyze each division respectively.Sichuan, an important agricultural province, is in the leading position of biogas promotion. It is the earliest to research and use biogas, and also the first province to specially set up a research institute. Again, it leads the exploitation in biogas.Compared to old literatures, this essay featured two innovations as follow:1st is on the choice of target areas. Plateaus, plains, basins and mountains cross and. overlap each other in Sichuan province, therefore a study on a large scale shall fail to guarantee the fitness to every district. So in this essay, researches will base on a county, start from a county to analyze existing problems and come up with purposeful advice.2nd is the confirmation of the subject Hopefully, this essay will contribute to the development of biogas in Jingyan County, which is also the purpose. So researches and analysis are carried throughout the three kinds of biogas projects in the region, and will be discussed on the whole to find out solutions.Overlooking the structure of the essay, the logic sequence could be descriptions of the situation, analysis and advice, and altogether they constitute5parts, they are as follows.In the first part, the background, the importance and the goal will be presented, as well as some latest news on our foreign counterparts so as to provide references on thoughts, means, innovations and shortcomings.In the second part, we will brief you on related concepts and supporting theories. These concepts cover biogas definition, contents of an overall exploitation and the introduction of the "one pool, three applications" mode. The supporting theories offer a summary to the theory of sustainable development, recyclable economy and low-carbon agriculture. Starting from the points of agriculture and energy, they first elaborate the sustainable development; then explain the origin of the recyclable economy, its characters, and the relationship it has with rural biogas promotion. Last, a short introduction of the most up to date industry of low-carbon agriculture will be brought to us.The third part is about the current situations of biogas promotion in Jingyan County. Brief introductions of biogas promotion in Sichuan province are made according to the statistics and charts drawn from different yearbooks that are accessed through government. Then we will bring our focus to Jingyan County and analyze the development and problems of the three kinds of biogas projects there. In details, big projects will take for example the project of Lanyan Corp. in which electricity is generated by pig excrement; and the medium-sized projects will refer to the information gathered in Jingyan County by government and the research done in Hongzhuan Village of Wangcun Town. In the fourth part, under the premise of the third chapter, it will carry out a more profound discussion from three aspects on the formations of the problems. First, from the construction concern, the promoting policy failed to match the fundamental needs of farmers; the application and approval procedures are inefficient and rigid, and the capital invested is inadequate and subsidies to the3kinds of projects are unbalanced. Second, concerning planning, a single use of biogas is not good for promoting comprehensive uses. Third, the after services have always been a problem. On the one hand, the government’s attention is on the construction not the management, which has lead to an unsound service system, on the other, the hard maintenance makes the problem more challenging.In the fifth part, conclusions and advice is summarized. By analyzing the former parts,3conclusions are drawn. First, the current mode that was adopted since past is to develop in family units, which is not suitable for the Sichuan province. Second, for the medium-sized biogas projects of great potentials, the supportive policy doesn’t function well. Third, the after service technology needs to be improved. About the problems, I’d like to put forward a few suggestions. First, a more flexible policy should be formulated; rather than setting rigorous conditions, it would better to strengthen investment. Second, is to broaden the access to finance and increase capital. Third, is to continue improve the after service system. Last, we should make full use of the market; integrate all kinds of resources, by emphasizing on the whole process of development, to pioneer new business opportunities so as to create fortunes for farmers.
