Development Strategic Research On Agriculture-based Support By Government Investment

Agriculture has close relationship with human production and life supply,employment income and economic development, and has the functions of protectingbiodiversity and enviorenment, farming civilization inheritance; But agriculture isrestricted by diseases and insect pests, resource and market easily because of longproduction periods. Because of significant external economy, public products and marketfailure characteristics of agriculture, every government take importance to financialsupport to the development. In recent years, with governments in all level in Chinastrengthening policy support to agriculture, people pay more and more attantion to theagriculture development strategy how to be suitiable for the government input, and how toincrease the efficiency.This paper consists of seven parts.Part1,introduction which mainly expoundingthe meaning and purpose of studyand the current situation of the researches at home andabroad; Part2, theoretical base of government finacial support to agriculture; Part3, trackof government finacial support and agricultural development in Fujian province; Part4,facing the challenge and opportunity mainly of agricultural development in Fujian; Part5,“the three strategic tasks”amd“the five major finacial support fields” of Fujianagricultural development; Part6, main policies and measures of increasing governmentfinacial support efficiecy; Part7, study conclusion including innovations and deficiencies.This paper studied on how to choice developmental strategy and improve theefficiency of government finacial support; And taking Fujian province as an example, thispaper analyzed the government financial support, agriculture development track and effectbase on the theories of external economy, public products, market failure, welfareeconomy and international trade since the reform and opening in Fujian province. Theresults showed that Fujian agriculture experienced from reform breakthrough to reformdeepening, and to relative surplus, then to tri-high (high-yield, high-quality and highlyefficient) and export-oriented agriculture; Especially, from the beginning of the21st century, agriculture deveploped as fast as governments input increased at all levels; Now,agriculture in Fujian preliminarily formed the development pattern of regional layout,industrialization management, brand operation and international marketing.Although agricultural development in Fujian province had the superiority andopportunities such as location advantage, rich characteristic resources, infrastructurespeeding up and benefiting-farmers policy of governments at all levels, but still faced withproblems and challenges such as comparative benefit in a low level,stress of cultivatedland protection, small farmer, not high scientific and technological level, brandconstruction lagging and the changeable environment of international trade.According to requirements of the short, medium and long-term agriculture developmentgoal in Fujian province, this paper put forward that Fujian must mainly solved threestrategic tasks such as securing supply capacity, enhancing competition ability andpromoting sustainable development; And increase investing,accelerate advancing “the fivemajor fields” such as transformating developmental way, cultivating new industries,innovating on the systems and mechanisms, perfecting the service system and deepeningopening and coorperation. At the same time, should take effective measures to increase thegoverment investment efficiency to agriculture in program guide, projects of governmentfinancial support formation mechanism, scientific distribution and performancemanagement.In all, this paper put forward to innovate in the policy measures that govenermentsfinacial support must adapt to “the three strategic tasks”,“the five major fields” ofagriculture and increasing the efficiency; and provide reference for government to makeagricultre development thought and perfect the policy which increase the govenermentsfinacial support efficiency under the present system. But further study on reforming thedisadvantage of the present agricultural investment system and perfecting thecorresponding measures is required.
