Hunan is a major agricultural province, whether the "three rural" issues can be properly resolved will determine the future development of Hunan. Effective supply of public goods in rural areas is the key to solve the "three rural" issue, it directly affect the development of agriculture, rural prosperity, the income of farmers. Under market economy conditions, the public has an external effect, so the general investment is completed by the Government. But limited government funds, Single investment entities and Imperfect policy lead to unbalanced rural public goods investment.Departure from the status quo of public investment in Hunan Province, especially rural roads, rural water conservancy facilities, rural education investment and so on, This paper analyzes the non-equilibrium problem of Rural Public goods investment. The three unbalanced mainly manifested in the region’s non-equilibrium, non-equilibrium of supply and demand, as well as non-equilibrium benefiters, caused by single investment entities, unscientific decision-making system and underfed supervision system.Finally the government should Take farmers’needs as well as public goods contribution to agricultural development contribution into account, adhere to the principle of fairness to determine the priority order of the rural public goods investment; achieve the transformation of government functions to promote the diversification of investors; improve the decision-making system, to ensure the farmers’ decision-making body position; strengthen supervision to protect the reasonable and effective use of funds.
