Land Development Rights is an inevitable topic in the process of urbanization. It refers to rights of land owners or users to alter existing purpose of land use or enhance land use degree. To some extent, the high cost and profit appreciation brought about by bounded rationality and property right game would conclude contracts of new property rights. Such rational contracts are vital to balance the related tri-party interests of the government, village collective and peasants in land development rights. Meanwhile, during the process of urbanization, policy-oriented contracts and the employment of Land Acquisition-Land Supply Mode to scientifically interpret and deduce rural land development rights have profound impact on improvement of rural land acquisition system of the nationals. Based on human rights theory, property rights theory, game theory and other basic theories regarding researches on rural land development rights during urbanization process and taking into consideration of specific development circumstances of land development rights in Dongjing Town of Changsha City, this text aims to offer reference to steadily push forward urbanization process via the establishment and improvement of land development rights mechanism, security system for land-lost peasants, supervision systems of government agencies and other feasible experience and measures.
