Study On Methodology Of Fractal Safety Organization Structure And Optimized Model For Enterprises As Well As Applications

In order to realize the enterprise safety functions, the enterprise safety organization structure is established to coordinate internal relations in safety sector, which consists of administrative personnel assuming responsibility and rights. The enterprise safety organization structure can reflect the company’s safety management level, so its quality affects the management efficiency directly. The adjustment and optimization of the enterprise safety organization structure are helpful to regulate the responsibility and authority relations, to make certain the function of safety department, to optimize the allocation of resources and to improve safety management. The main research contents and conclusions in this paper can be concluded as follows:In the first part, referenced to the relative knowledge of organization structure and safety management, the basic theory of safety organization structure has been studied. Both the centralization model and decentralization model of the enterprise safety organization structure all have advantages and disadvantages, so flexible and dynamic structural model will become the future development trend.In the second part, by using the fractal theory, the fractal feature of safety organization structure has been summarized; and a dynamic safety organization structure has been set up. After qualitative and quantitative analysis, it can be known that optimizing the safety organization structure not only can enhance the timeliness and accuracy of safety information, but also can provide efficient and reliable information for safety decision.In the third part, based on the fractal feature of safety organization structure and combined correlation theory of multi-attribute decision making, the multi-attribute decision making model that consisting of the fractal feature of safety organization structure has been established. It makes the enterprise safety organization structure flexible to change according to the adjustment of safety strategy, which accords with the growing trends of enterprise safety organization structure. In the last part, taken a large construction enterprise as example, its safety organization structure model has been analyzed. And by using the methods of multi-attribute decision making, its structure has been optimized, which makes the fractal feature of safety organization structure adopted the more flexible and dynamic safety management model, and it fits safety enterprise management strategic target.
