Food is What Matters to the People. With the improvement of people's living standard, more and more people pay attention to the food safety more than food quantity security. As the most important part of food quality and safety, food production enterprises have become the focus of attention. Especially in recent years, the problem of food quality and safety is becoming more and more serious. It seriously threaten the survival of food production enterprises and the development of food industry.Therefore,how to prevent and deal with food quality and safety emergencies is the key to the survival and development of food production enterprises.This paper first studies the food quality and safety emergencies, including the concept, characteristics, mechanism and development process.It is found that the positive entropy is constantly accumulating. When the entropy exceeds the threshold,the food quality and safety emergencies will occur.The implementation of emergency decision-making is the process of energy exchange between the system and the external environment to form a new dissipative structure.Then, this paper studies the food quality and safety production system. Based on the analysis of the influencing factors and the catastrophe theory, the butterfly catastrophe model was constructed. The safety of the food safety system was evaluated and classified. The study found that in the actual production, the safety level is in a relatively safe area, and the selection of enterprise indicators should be based on their own needs.Finally, we study the process of scenario deduction and the contents of emergency decision. On this basis, this paper constructs the scenario deduction model and emergency decision system of the food quality and safety emergencies. This paper chooses the Coca-Cola "chlorine pollution" emergencies as a research case to study the evolution of the enterprise. The scenario deduction method is feasible and provides an effective basis for emergency decision-making of food production enterprises.The study found that the scenario analysis and emergency decision of food quality safety emergencies is a recurring process. And the food production enterprises need a comprehensive analysis of the situation of the situation, make full use of various types of resources.
