Evaluation On Performance Of National Health Expenditure Of H Province Based On Lisrel Model

Abstract:Evaluation on performance of the fiscal health expenditure is an important element of the fiscal health expenditure management. But in China, especially the reform of local government’s evaluation on performance is not perfect, its forward speed and the effect is limited, there are serious problems, such as the concept of expenditure performance is not yet firmly established, atmosphere of evaluation on performance is weak, scientific evaluation system and indicators setting are not enough. Results of performance evaluation is difficult to use and so on, so we need to establish a complete and scientific evaluation system on performance.Structural Equation Model analysis software is widely used in the field of social science research in recent years, especially the Lisrel model is one of the leading research methods. It has more advantages than the traditional analysis methods, which combine factor analysis and path analysis and a variety of different statistical techniques. It uses precise mathematical formulas and models for data processing, measurement and analysis of problems and comprehensive estimates of observed indicators and latent variables in the model. Therefore, based on the Lisrel structural equation model to build the H-provincial fiscal health expenditure evaluation on performance system, which can be more comprehensively, systematically and deeply analyze a variety of factors and their relationships that impact on the fiscal health expenditure evaluation on performance. By doing this, it is conductive to draw scientific and rational explanation.The purposes are achieving the objectives of the fiscal health expenditure and sustainable development.This paper is based on the14Cities data of H Province, and doing dual analysis of theory and combined with practical findings by drawing on the theory of finance and management. By literature collection and induction, practice surveys, in-depth interviews and other qualitative methods, combined with the structural equation(the Lisrel model), PASW Statistic18, Excel2000, Mathtype6.5and other data quantitative analysis techniques, this study analyses from three dimensions——inputs, outputs and effects, and calculates fiscal health expenditure evaluation on performance index system and the right. Then analysis of the results of the model fitting of the H-provincial fiscal health expenditure evaluation on performance and making some advices in order to get higher performance.
