Fiscal Expenditure Performance Evaluation Of Empirical Studies Of Science And Technology In Zhejiang Province Based On The DEA Model

Fiscal expenditure on science and technology is the government's financial support for the development of the national science and technology activities,it plays an irreplaceable role in guiding social fund input,encouraging technical innovation,promoting the development of science and technology and economic growth.Fiscal spending amount of science and technology of Zhejiang province,up from 1.314 billion to 20.799 billion from the year of 2000 to 2014,and the annual average growth rate is 21.81%;Activities of science and technology spending as a share of GDP increased from 0.21% in 2000 to 0.52% in 2014 and increased nearly 1.48 times;Spending on science and technology activities of fiscal spending by 3.05% to 4.03%,increased by nearly 32%.Through the above data we can see that in the past 15 years' time,fiscal expenditure in total or in proportion science and technology are growing rapidly.In terms of investment,a lot of financial,manpower and other resources were invested by the government,how about corresponding some output results,such as the transformation of scientific and technological output,results and economic benefit to the end? The discretion of the government financial expenditure performance of science and technology,this is a question worthy of attention.Therefore,the analysis of local fiscal expenditure on science and technology performance in our province has important theoretical and practical significance to local science and technology life.In this article,on the basis of the summary before you study,Firstly,this master aims to make a comprehensive performance evaluation to the fiscal expenditure on science and technology of Zhejiang province in 2000-2014 data,which is based on relevant theories,used the methods of literature review,empirical analysis.And secondly using the data envelopment analysis(DEA)model to make a comprehensive performance evaluation,the expenditure efficiency including the comprehensive efficiency,pure technical efficiency and scale efficiency through statistical analysis,found some problems in Zhejiang province(2000-2014)in the fiscal expenditure on science and technology R&D funding,such as personnel exist some redundancy,enterprise are not the true innovation main body and so on;The indicators of input and output of every DMU redundancy in detail,based on this and Malmquist analysis was carried out on the 11 cities of Zhejiang province.Through this chapter empirically DEA and found the differences between local government fiscal expenditure efficiency of science and technology,and this difference is consistent with the local economic development level;Decomposition of efficiency index found that different parts of the different factors that influence efficiency of local fiscal expenditure of science and technology;Malmquist index in recent years,local governments in Zhejiang province science and technology spending efficiency appeared a downward trend.In this paper,after a lot of space on the empirical analysis to elicit should increase the intensity of fiscal expenditure of science and technology,adjust the expenditure structure,potential R&D personnel,and promote scientific and technological achievements into real productivity to improve fiscal expenditure efficiency of science and technology in Zhejiang province.
