The Research Of New Energy Vehicles Industry Development Strategies In Our Countrybased On Cost-Benefit Analysis Perspective

Abstract:With the continuous progress of science and technology in recent years, alternative fuel vehicles which are represented by hybrid electric vehicle, blade electric vehicle and fuel cell hybrid vehicle have been emerging. Owing to the continuous tension supply of the international energy, the continuous rising of the crude oil and the mounting calls of the environmental protection of our earth, the technology research and development together with the industrialization development of alternative fuel vehicles have attracted close attention. Developed countries led by America, Europe and Japan and the developing countries led by Brazil all actively exert great effort on the development of alternative fuel vehicles. As a rising power, China is facing the situation that the automobile exhaust pollution becomes more serious and the greenhouse gas emission increases dramatically just because of the sharp increasing of the vehicle ownership which result in the great increasing demand of crude oil and the sharp increase of the its external dependency. In this case, developing alternative fuel vehicles in China has great realistic significance, for it can not only reduce our addiction to crude oil to ensure our country’s energy security, but also promote China’s environmental protection and sustainable development, thus provide an important strategic opportunity for our auto industry to achieve leapfrog development.Based on the background hereinbefore, using scientific theories and methods to analyzing the cost effectiveness of the industrialization development of our country’s alternative fuel vehicles can help to create a sense of direction on development and make a goal. This paper, firstly, based on the introduction of the present alternative fuel vehicles’ development situation, proposes its current problems; then analyzes the cost-effectiveness on the process of its development, and frames a cost-effectiveness index system which is based on development cost, production cost, using cost as well as economic efficiency, energy efficiency and environmental efficiency; thirdly, respectively calculates the ratio of each cost and efficiency to get the main cost and efficiency in its development process, and also analyzes the changes of the cost and efficiency according to the development trend of alternative fuel vehicles; at last, this paper offers some policy advice for perfecting our country’s new energy development.
