With the continuous and rapid development of economy and society, Central Business District (CBD), the main commercial area in the city or nation, concentrated on economic, culture and science and technology power. As the key point in CBD development, advertising resource services in production, guides for consumption, contributes to national economics growth and riches socio-cultural.Base on the theory of efficiency, information, media aesthetics, thousand people cost, and field investigation at CBD, this article describes CBD advertising resource utilization status and problems. For example, how to solve the problems of single forms, monopoly, single operation way, and lacking of unified planning and depth mining.Since established in Y2008, Qianjiang CBD has led the development and construction of Chengdong CBD and Shiji CBD, and faced the opportunity of "The Second Entrepreneurship". Make Qiangjiang CBD as the example, this article demonstrates the possibility and necessity of developing and utilizing advertising resources.According to the success CBD sample, we get science planning, operational program and business model to realize the value hedging an adding of advertising resource. As a result, we create new highlights of the secondary CBD development.Through theory and practice part, this article prove that the CBD advertising operation department need to spread business ideas, effort to business area from single to culture media industry, strengthen of external cooperation and learn experience. Finally, we will lay a solid foundation of local CBD advertising resource exploitation and utilization.
